Two ways to develop a project:
A) Decide what you want to spend (what it’s worth to the institution or how much money you have), and proceed to get the most “program” for that sum, OR
B) Assemble a wish list from a constituency of possible building users, see what it will cost, and then spend the rest of the project value-engineering the building down.
