Have people who are planning to move into a new science building sign a memo of understanding as to what is expected of them. This will eliminate (or at least minimize) down-the-road building-occupant behavior that is contrary to the philosophy and intent behind what the top science directors and administration expect regarding the science mission and what the building is to accomplish.
