Get people on your design and construction team who have worked together before on BSL-3 projects. Don't start any BSL facility design work without the involvement of your bio-safety officer. This will save you money and avoid mistakes. There is also a precedence for doing BSL buildings by Design-Build to establish single-point accountability for everything.
