Develop a peer review process involving outside organizations that have biocontainment operations to make sure you’ve thought of everything, to discover efficient, better ways to do things, and to do a SWIFT (Structured What-If Technique) analysis. But be aware that if you use benchmark averages for biocontainment project cost estimates, you most likely will under-estimate your project cost.
