Forum E: How the BSL facility design process can solve the problem of poor construction outcomes

The recent history of BSL projects is littered with problematic construction outcomes in which occupancy is delayed, “fixes” are required, and containment integrity cannot be assured. Dave Linamen and Michael Reagan illustrate a project planning and design process that anticipates potential contractor difficulties, mitigates construction risk factors, and speeds start-up and occupancy times by planning around the final facility testing protocols. They use several current and recent BSL case studies to illustrate how this works and what kinds of costs/sf, project timelines, and performance results are achieved for both new construction and space retrofit projects.
