Forum H: Operations and maintenance of BSL facilities -- special processes, standards, costs

BSL facilities (levels 2, 3, and especially 4) are not your run-of-the-mill O&M missions. Safety and risk dictate that these facilities require very different processes, standards, skills, and budgets.
