Major renovation or reconstruction activities (including facility replacements) needed to keep existing facilities modern and efficient in an environment of changing standards and missions. It extends the expected service life of facilities or restores lost service life and includes restoration and modernization of existing facilities but not the acquisition of new ones or the demolition of old ones. Recapitalization is a term used by the Department of Defense Office of Installations and Environment in analysis of their future infrastructure requirements.
