Flicker

The perception of variation in the brightness of a VDT display or fluorescent light. VDT flicker is not believed to cause any permanent visual damage; however, the perception of flicker is annoying and may cause visual fatigue. Flicker in fluorescent lights can be avoided by using high-frequency ballasts. See also Ballast.
