The designing of an area (or building) by determining the type of work planned to be performed in that location. Move out in scope to the equipment needed to perform the work, the number of people to be accommodated, the size of area needed to house the equipment and people, the services required to support the whole work effort, the size of facility to be designed and then the size of site.
