PROPOSAL MANAGER Washington Group International Inc. Location: Negotiable based on individual qualifications Description:
The Operations Proposal Manager manages the overall technical and financial response to proposed solutions in Facility Management outsourcing initiatives. This individual is responsible for developing the management strategies, execution approach and coordinating the overall technical written proposal, cost estimating, transition budgeting, for all formal and informal proposal activities within the Washington Group I/P Facility Management business unit.
PRIMARY RESPONSIBILITIES:
Provide overall leadership in developing a strong proposal response to outsourcing initiatives in collaboration with the business development team.
Develop the proposal strategy in concert with the business development lead in preparing the written and financial response.
Coordinate and schedule individuals to attend bidders’ conferences, walk through and field reviews of customer locations.
Coordinate and schedule individuals to participate in the proposal development to include company-internal groups (e.g. cost estimating, marketing, proposal group, legal, etc.).
Manage and lead the process in developing estimates of Washington Group personnel, subcontracts, materials/supplies, equipment and related areas in support of a proposed solution.
Manage and lead the process in preparing a detailed pricing estimate utilizing the Washington Group and customer pricing forms.
Schedule formal reviews of our technical and financial solution with appropriate individuals prior to proposal submission.
Prepare formal sales presentations to potential clients that describe the capabilities and experience of Washington Group
Typical Qualifications:
Education: Bachelor’s degree in Engineering, Facility Management or Business Management. Certification in one or more industry-recognized achievements:
10+ years experience in the direct management facilities management and/or plant maintenance contracts with an outsourced provider. 5+ years in developing estimates to sales activities in overall facility management and/or plant maintenance budgets.
Specific Responsibilities: Overall management of technical and financial response in proposed solutions to sales activities.
Specific Skills: Extensive experience with Microsoft Office software to include: Excel, Word, PowerPoint, Visio and Projects. Strong experience with industry benchmarking tools to include: BOMA, IFMA, RS Means and related industry benchmarks.
