ESTIMATOR Washington Group International Inc. Location: Negotiable based on individual qualifications Description:
Under direct leadership from the Operations Proposal Manager, the Estimator prepares the overall proposed price by estimating staffing needs, subcontracted services, materials/supplies, equipment and other related costs. This individual is responsible for working with the Washington Group estimating department to prepare a detailed pricing form and linking the appropriate categories to the customer submittal form as required. Office location negotiable based on qualifications.
PRIMARY RESPONSIBILITIES:
Develop the proposal pricing strategy in concert with the Operations Proposal Manager in preparing a formal financial budget.
Establish the required staffing levels, experiences, skills and overhead required to self-perform the established services.
Create a subcontractor list and budget based on the requirements of the solicitation where services are not self-performed.
Create a material, supplies and equipment budget based on the requirements of the solicitation and the proposed service levels.
Work in concert with the estimating groups to prepare a formal financial response using the current pricing workbooks.
Establish a separate transition estimate from the annual operating budget to properly document the required costs categories and levels based on amount of work and length of start-up duration.
Establish a year-to-year estimate to include any required cost reductions or escalations as determined by the Operations Proposal Manager.
Establish the overhead, margin and fees based on established objectives and management reviews.
Participate in formal reviews of our financial solution with appropriate individuals prior to proposal submission.
Typical Qualifications
Education: Bachelor’s degree in Facility Management, Accounting, Finance or Business Management.
Experience: 3+ years experience within an engineering or facility management company performing direct estimates of new business. 5+ years general experience in developing detailed annual operating budgets and transition estimates based on outsourcing solicitations.
Specific Responsibilities: Direct estimating of financial response in proposed solutions to sales activities.
Specific Skills: Extensive experience with Microsoft Excel software and related company financial systems (e.g. SAP, Oracle, JDE, etc.). Strong experience with Microsoft application software to include: Word, PowerPoint, Visio and Projects. Extensive experience with industry costing benchmarks to include: BOMA, IFMA, RS Means, Whitestone Research and related benchmarks.
