BACKGROUND
Binghamton University’s physical facilities, nestled within 607 acres, consists of just under 100 structures (primarily constructed between 1966-1972) totaling more than 4.2 million square feet (1.2 million residential, 3.0 million academic/support) with a current replacement value of almost One-half billion dollars. The Binghamton University community is made up of approximately 2,000 staff and 12,500 full and part-time students. Approximately 5,000 students reside on campus throughout 41 individual buildings clustered into four traditional residence hall complexes and two apartment communities. The Physical Facilities Department is comprised of approximately 400 hard-working, diligent individuals. The department is operating under an unprecedented multi-million dollar, multi-year plan of capital renewal projects that must be comprehensively coordinated with the campus and the State University Construction Fund.
GENERAL POSITION DESCRIPTION
The Scheduler/Estimator position is a salaried, professional position reporting directly to the Physical Facilities Director of Business Affairs. The key role of this position will be the preparation and maintenance of accurate, standardized estimates and applicable timelines for various construction and renovation projects. In addition, the Scheduler/Estimator will coordinate and monitor all project activities and expenditures as it relates to the estimate and project timeline. The incumbent will work closely with the Director of Construction, the Director of Design, the Director of Operations, the Assistant Director of Operations, the Director of Long Term Planning, the Physical Facilities’ Procurement Specialist, the Director of Purchasing and the Assistant Director of Physical Facilities Business Affairs.
QUALIFICATIONS
·Excellent written and verbal communication skills.
·Highly developed interpersonal skills.
·Experience working with estimating cost data / software (i.e., RS Means Repair & Remodeling) preferred.
·High level of proficiency in reading of construction documents and comprehending design and construction standards required.
·Proficiency in using AutoCad 2004 for reviewing documents, take-offs and printing preferred.
·High level of proficiency in word processing and spreadsheet application required, database application, MS Project experience preferred.
·University facilities and/or small business background experience preferred.
EDUCATION
·Minimum of Associate’s Degree in Construction Technology, Business Management or related field required.
EXPERIENCE
·Minimum three (3) years of combined experience in building construction, time scheduling and cost estimating required.
SALARY
·Salaried professional position with salary range of $40,000 to $45,000 commensurate with qualifications.
DUTIES AND RESPONSIBILITIES
1)Conduct your day-to-day functions around the premise established by the Physical Facilities “Fundamental Management Objectives”.
2)Take a proactive approach to assure that all customers’ needs and expectations are met in a quality manner. Analyze results and make recommendations for continuous quality improvements.
3)Work efficiently in a service-oriented environment, subject to frequently changing priorities.
4)Maintain a positive attitude towards the workplace and encourage others to have a positive attitude. Represent the department in a positive manner to include taking pride in the appearance of one’s physical surroundings and help to maintain those surroundings.
5)Foster teamwork and communication at all levels of the organization. Make supportive statements and be open to constructive suggestions.
6)Establish a clear standard and procedure for identifying all project costs including, but not limited to, labor, contracts, equipment purchases, and crib stock items.
7)Incorporate New York State Purchasing and Procurement regulations and processing time to develop and provide accurate project timelines.
8)Oversee “Workbenches” in the Work Management software system to ensure that the project is moving forward as anticipated and projects are closed in a timely fashion and sent to the appropriate Business Affairs staff for reconciliation/billing.
9)Work closely with the Physical Facilities’ Procurement Specialist to insure that purchases of materials and services are appropriately bid/quoted and in strict compliance with New York State purchasing procedures and regulations.
10) Provide periodic reports comparing estimated material, equipment, service, and labor costs to actual costs to date.
11) Effectively identify time delays or issues that will delay project completion and communicate this information to appropriate project manager and/or Director.
12) Working with project designers and coordinators, identify and purchase long lead items in a timely manner to progress project construction.
13) Performs other tasks as assigned by the supervisor.
