DUTIES AND RESPONSIBILITIES
a)Conduct your day-to-day functions around premise established by the Physical Facilities “Fundamental Management Objectives”.
b)Maintain a positive attitude towards the workplace and encourage others to have a positive attitude. Represent the department in a positive manner including taking pride in the appearance of one’s physical surroundings and helping maintain those surroundings.
c)Foster teamwork and communication at all levels of the organization.Make supportive statements and remain open to constructive suggestions.
d)Strive to develop a “proactive” approach to your work rather than being “reactive” to it.
e)Actively participate in periodic Energy Teammeetings.Bringing attention to methods and procedures that may be inefficient and offering creative ideas for improvements.
e)Become familiar with all areas within the Physical Facilities structure i.e., Capital Projects, Design & Construction, Maintenance andOperations,especially the HVAC, central heating plant and satellite heating plants, and electrical system in order to fully understand each sub-unit's role in the organization and how they operate in order to insure the timely progression of tasks in support of projects.
f)Maintain proficiency at current level and increase core skills through appropriate courses, seminars, publications, and contacts with others in the profession.Investigate and participate in training to advance technical capabilities.
g)Acquire supplemental personnel management training for yourself and fellow team members in areas of teamwork, motivation, customer service, etc.
h)Work efficiently in this customer service oriented environment, subjected to frequently changing priorities
Energy Purchasing
1.Natural Gas:
a) Be thoroughly conversant with the federal, state, and local
tariffs, regulations, and rates that are applicable to the
campus accounts.
b) Oversee the publishing of and edit as necessary the annual
Request for Bids (RFB) for interruptible natural gas supply
to the appropriate campus accounts.
c) Continuously monitor natural gas prices for opportune
purchases, both short and long term.
d) Develop and maintain a close working relationship with the
central heating plant (CHP) principal engineer, the
appropriate contacts and personnel at the local distribution
company (LDC), New York State Electric and Gas (NYSEG);
the New York State Office of General Services (OGS); SUNY
System Administration, Budget Office (SUNY), the State
University Construction Fund (SUCF), the university
Business Office and Purchasing department, and those of
any gas marketing firms the campus may do business with.
2. Electricity
a)Be thoroughly conversant with the federal, state, and local tariffs, regulations, and rates that are applicable to the campus accounts.
b)Continuously monitor trends in electrical prices for opportune purchases, both short and long term. Coordinate university electrical energy bids with SUCF or, alternately, prepare and execute local bids for the energy portion of the campus electrical needs.
c)Develop and maintain a close working relationship with the appropriate contacts and personnel at NYSEG, SUNY,SUCF, the New York Independent System Operator (NYISO), the New York State Energy Research and Development (NYSERDA) officethe New York Power Authority (NYPA), the university Business Office and Purchasing department, and those of any electrical energy marketing firms the campus may do business with.
3. Coal
a) Be thoroughly conversant with and continuously monitor trends in coal prices for opportune bid purchases.
b) Develop and maintain a close working relationship with the CHP principal engineer and staff, the university Business
Office and Purchasing department, and those of any coal market firms the with which the campus may do business.
c) Maintain and update as necessary the coal bidding contract and the list of coal marketing firms that are potential bidders.
d) Monitor coal test results to coordinate with Title V Air Permit requirements and levy any penalties per contract
requirements for coal characteristic bid parameter violations.
4. Propane
a) Be thoroughly conversant with and continuously monitor trends in propane prices for opportune bid purchases.
b) Become thoroughly conversant with the operation of the university air-propane plant.
c) Develop and maintain a close working relationship with the university Business Office and Purchasing department, OGS,
and those of any propane market firms the campus may do business with.
d) Maintain a current spreadsheet comparing the burner-tip cost of air-propane to natural gas so that intelligent decisions can
be made regarding the advisability of entering into pipeline-interruptible contracts on the campus account.
e) Oversee the publishing of and edit as necessary the annual Request for Bids (RFB) for propane for the university air-
propane plant.
5.Energy Consumption Reporting
a)Verify vendor invoices of natural gas (transportation and product) and coal consumption for payment by the Business Office.
b)Prepare and submit monthly energy consumption reports to SUNY and OGS. New YorkState Energy Management and Budgeting System.
c)Maintain to the current month, campus (primarily “ECY-1”) files and programs.These include the NOx-RACT, and other Title V air permit records.
Demand Side Management – Participate in identifying campus demand-side management programs including payback periods and annual savings. The projects include but not limited to:
1)Electricity - Relamping, installation of energy efficient motors and variable speed drives, occupancy sensors, energy efficient emergency and exit lighting, energy management system (EMS) programs to reduce or turn off electrical appliances when not needed.Design university standards for lamps, ballasts, lighting levels, VSDs, motors, and other electrical appliances as required.
2)Natural Gas - Continuously monitor natural gas prices for opportune interruptible rate possibilities, employing the alternate fuels available to the various campus accounts.
3)Incentive Programs - Continuously monitor outside funding programs, principally (but not limited to) NYSERDA and New York Power Authority (NYPA) offerings.
a.Prepare and follow through on all applications made for such outside funding.
4)Central Heating Plant - Coordinate with the CHP principal engineer, utilities engineer, and any other involved departmental personnel any efforts to upgrade the instrumentation, equipment, and operation of the CHP to improve its efficiency and operations, and/or reduce and monitor emissions.
a.Coordinate any testing of alternate fuels.
Air Permitting
1)Be thoroughly conversant with all the conditions contained in the university’s Title V air permit.
2)Maintain all records necessary to submit, in a timely manner, the annual emissions report, the annual condition compliance report, and the semi-annual monitoring conditions compliance reports.
3)Be trained and maintain training compliance as an “Air Technician” under the Environmental Protection Agency’s (EPA) “Method 9”.
4)Maintain up-to-date knowledgeand competence in all applicable federal, state, and local air permitting regulations, including but not limited to 6NYCRR, ECL 3, 19, 71, Title V, and NOx RACT.
5)Develop and maintain a close working relationship with the involved personnel of the university Environmental Safety and Health department, the New York State Department of Environmental Conservation (DEC), and EPA the campus may have contact with.
Cogeneration - Continue design consultation with SUCF, NYPA, NYSERDA, and involved departmental personnel regarding cogeneration projects on campus.
Perform other duties as directed by the supervisor.
