REQUIRED QUALIFICATIONS: Bachelor’s degree in Engineering, Construction, Architecture or equivalent fields; Eight (8) years of experience; demonstrated skills in verbal and written communication, organizational effectiveness, ability to multi-task, and working cooperatively with others.
PREFERRED QUALIFICATIONS: Graduate degree, and professional registration desirable

DUTIES AND RESPONSIBILITIES: Under the general direction of an Associate Vice President, is responsible for associative leadership of the Office of Facilities & Services division; and direct management of project management and transportation. This position requires planning, development and implementation of university policies, budget and spending controls, personnel management and training, facilities initiatives and service provider (contractors, consultants and suppliers) management and contract administration. Primary responsibilities for leadership and management include:
§Direct management of the departments led by the Director of Projects, Director of University Property and Space, and Director of Transportation
§Technical resource and support of both NMSU and OFS audit services, as directed by the Associate VP, in the resolution of any audit findings, implementation of internal controls, maintain conformance and stewardship in areas of direct responsibilities as well as those for special assignment
§Development and management of the annual capital budget, specifically the building renewal and repair (BRR)
§Represent NMSU as assigned to external committees, boards and agencies
§Team skill development and mentor employees: foster a learning culture, evaluate needs, determine requirements, and establish training, certifications, and licenses
§Lead OFS executive for optimizing coordination with major building project teams
§Develop, prepare and manage the annual operating budget for assigned units continuously seeking improvement to simply, clarify and increase effectiveness
§Applies professional expertise to solve the academic, administrative, functional, construction, and facilities service needs of university and system locations
§Improve safety conditions with support of the Environmental, Health and Safety Department
§Lead and guide the development, evolution, implementation and continuous improvement of division wide initiatives as assigned that include polices, standards, procedures, performance measures, service agreement, service provider partnering, customer and client advisory board, and project development and delivery.
