Washington, D.C. Center

Completion Date June 2001
Published March 2001

This 137,550-sf, 11-story facility will house the University's Federal Government Relations Program, which maintains relationships with many federal agencies that provide funding for the University's research programs. A true living-learning facility, the multi-use building will house students and their related academic programs from nine different colleges in the University of California system, as they spend a semester in Washington, D.C. participating in a range of internship opportunities.

The facility will be located in the downtown area of Washington, D.C. The new center is a multi-purpose facility that includes residential apartments, office, and support spaces for academic and research activities, as well as below-grade parking.

On the street level, the building will house large meeting spaces, a lobby with interactive displays related to the University, as well as a small auditorium that will be used as a distance learning facility. The auditorium is fully wired to serve as a transmission point for University announcements and press conferences.

The second floor will contain the offices of the University's Federal Government Relations program, while the third floor accommodates high-tech classrooms with distance learning capabilities, computer labs, and faculty offices.

From the fourth to the tenth floor, students will be housed in apartment units. Each unit will accommodate four students in two double-rooms with private bathrooms and a fully equipped kitchen. A conscious decision to house students in double-room accommodations was made by the University to encourage students to mix with students from other campuses. Getting to know other students from other parts of the nation, in different programs, has come to be a very special feature of the semester in Washington program and one that is most appreciated by the students.

The tenth floor of the building is comprised mostly of efficiency and one-bedroom units. These are designed primarily for the use of visiting faculty and graduate students with families.

About the Reported Cost Figures
The cost figures reported are supplied by the firms that submitted these projects for publication, which in most cases are the designers or builders. Whereas these sources are intimately familiar with their projects, they may not be fully aware of the owners' finally-realized and recorded costs. In some cases, costs are truly and completely accounted for, and in others they represent a near approximation of the final costs. Costs have not been adjusted for year of construction, nor has any attempt been made to make regional cost adjustments.

Further, costs are not comparable on any kind of detailed standard costing model. Hence, it is possible for the cost of one building to include a steam boiler, while the cost of a comparable building might not include the boiler, if steam is being supplied from an already existing campus grid. Or, in another case, a building might include excess boiler capacity to supply steam to another building. Some submittals include fees or unusual site improvements as part of the construction costs, which others do not.
