This building's objective is to re-create the residential campus as a living/learning community, connected to, and a part of, the academic experience with home-like rooms, and ample indoor-outdoor space for studying, socializing, and recreation. More than 1,000 new beds were added and existing residence halls were upgraded to contemporary standards.
The new low-rise buildings are grouped into residential colleges for 300 residents with a variety of spaces--faculty apartments, student services and retail shops, lecture and study halls--that support the living/learning community.
Each residential college in Phase II has two four-story buildings arranged around a "private" outdoor space primarily for the use of the college's residents. The exterior design has a residential feeling with steeply sloped roofs, brick, and residential windows in stark contrast to the older, institutional residences. Interiors make extensive use of wood to provide a warm, home-like atmosphere.
A unique feature is the Student Activity Space on the ground level of the east residential college. While in the same building, this space is completely separate from the housing above. This location is important because it runs along the main circulation spine to the academic campus. The entire 3,000 residents of the campus are expected to use this space.
The Student Activity Space houses a variety of uses: Residential Life offices; Student Government; Student Technology Center; entrepreneurial spaces for student-run, for-profit businesses; resource center to provide convenient access to tools and services in support of learning; and a cyber-lounge and cafe for informal social interaction.

The cost figures reported are supplied by the firms that submitted these
projects for publication, which in most cases are the designers or builders.
Whereas these sources are intimately familiar with their projects, they may
not be fully aware of the owners' finally-realized and recorded costs. In some
cases, costs are truly and completely accounted for, and in others they represent
a near approximation of the final costs. Costs have not been adjusted for
year of construction, nor has any attempt been made to make regional cost
adjustments.
Further, costs are not comparable on any kind of detailed standard costing model.
Hence, it is possible for the cost of one building to include a steam boiler, while
the cost of a comparable building might not include the boiler, if steam is being
supplied from an already existing campus grid. Or, in another case, a building might
include excess boiler capacity to supply steam to another building. Some submittals
include fees or unusual site improvements as part of the construction costs, which
others do not.
