The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The Facilities Maintenance and Engineering (FME) mission is to support the NCI at Frederick in their mission to cure cancer and AIDS. FME is responsible for the physical campus - its research laboratory space, administrative space, the infrastructure that supports the buildings, and the landscape that surrounds them. In addition, we are responsible for managing, planning, designing, and construction management of renovations at the FNLCR.

KEY ROLES/RESPONSIBILITIES

  • Prepare detailed engineering, construction and commissioning cost estimates based on engineering drawings, specifications, sketches, statements of work and other relevant information.
  • Interprets the requirements for customer requests based on engineering drawings, specifications, sketches, and statements of work
  • Identifies, inputs, and analyzes data required and/or data sources for cost estimates
  • Gathers relevant data and calculates cost of projects
  • Documents cost analysis results and creates formal presentations to the customer
  • Provides written documentation explaining the estimate approach and elements, allowing decision-makers to make informed choices
  • Identifies significant deviations, key points, cost drivers; results are analyzed and explained as well as alternatives considered during the estimate development
  • Documents effective procedures regarding estimating process to ensure consistent, accurate estimates are prepared
  • Defines a systematic, quantifiable modeling approach to analyze projects and assists in the development of such models
  • Interfaces and communicates with a wide range of functional areas in a highly technical environment
  • Review estimates provided by others for accuracy and completeness
  • Perform Equivalent Scope of Services estimates to validate/challenge change orders submitted by contractors

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a related field (Additional qualifying experience may be substituted for the required education).  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of two (2) years of relevant experience
  • Working knowledge of electronic spreadsheet and database programs (Excel, Access)
  • Experience with RSMeans-based estimating and estimating software tools, such as CostWorks to derive construction costs
  • Working knowledge of Standard Estimating Practices as per the American Society of Professional Estimators
  • Knowledge of the principles of Budgeting and/or Project Management
  • Ability to analyze quantitative and historical information and make recommendations to project management staff
  • Exhibit knowledge and understanding of general construction processes, means and methods
  • Ability to lift and carry up to 25 lbs. Position includes walking, standing, bending, stooping, climbing stairs, and exposure to dust or particulates
  • Ability to work as a team member
  • Ability to multitask and stay organized in a fast-paced environment
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • A minimum of five (5) years of relevant experience
  • AACE or SCEA Certification 
  • Experience in Maximo, Cost Point and SharePoint
  • Knowledge of the principles of Finance
  • Experience in construction and facilities maintenance
  • Strong communication skills with all levels of personnel through written and oral presentations
  • Ability to interface with a wide range of functional areas in a highly technical environment
  • Capable of estimating all CSI Master Format Divisions
