Rich is a retired US Army Corps of Engineers officer who commanded the Philadelphia District. He was the Director of General Services for the Commonwealth of Virginia from January 2006 until November 2015. He is currently the Associate Vice President for Facilities at Virginia Commonwealth University. His last 4 major construction projects at VCU have been finished on time and under budget to include the project he will discuss.
