Brandon L. Toliver, PhD, PE, is Special Assistant to the President for Facilities and Construction at Tuskegee University. In this role, he partners directly with the President and leads capital planning, renovations, new construction delivery, and oversight of university real estate assets.

Brandon is a U.S. Navy veteran, a licensed Professional Engineer in Texas and Maryland, with Alabama reciprocity in progress, and a two-time recipient of the National Society of Professional Engineers Federal Engineer of the Year award. He holds a PhD in Engineering from George Washington University, an MS in International Relations and National Security from Troy University, an MBA from American Intercontinental University, and a BS in Civil Engineering from Florida A&M University. Over his career, he managed a global engineering and construction portfolio totaling $2.4B across five countries, led the USAFE-AFAFRICA Installation Planning Playbook that earned the APA Federal Planning Division Outstanding Federal Planning Program Honor Award, and oversaw major capital projects including a 500-bed residence hall and a $50M-plus science research center, delivered ahead of schedule with strong safety performance. He is also a Senior Fellow at the National Institute for Deterrence Studies, a national speaker on facilities strategy and project delivery, and the author of Tuskegee’s Detour: Highways and the Broken Promise of Progress in the Rural South.

Brandon will walk through a practical model for turning campus grounds into measurable learning and wellness assets, including how to prioritize projects using a transparent scoring method that combines academic engagement, stormwater impact, and student well-being outcomes.
