U.S. Virgin Islands Department of Health Constructs Replacement Medical Facility

The U.S. Virgin Islands Department of Health and the Office of Disaster Recovery are constructing the Donna M. Christian Christensen MD Health Center to revitalize public medical infrastructure in Saint Croix. Flad Architects and Taller Larjas designed the 117,000-sf facility, which will support primary care, laboratory services, emergency medical care, dentistry, and environmental health, as well as behavioral health and services for women, infants, and children. Replacing the Charles Harwood Memorial Complex, the innovative development will include clinics, a teaching kitchen, and wellness venues within a warm, modern environment that integrates the latest equipment and technologies.

Centralized administrative and regulatory offices for the wider territory will be accompanied by conference venues that provide educational opportunities while driving community engagement. Emphasizing sustainability and resiliency, the five-story complex incorporates advanced structural systems, redundant power generation, modern mechanical and electrical infrastructure, and building automation systems to ensure the continuity of operations throughout emergencies. 

This leading-edge public health and wellness center is being built by a joint venture of Consigli Construction and J. Benton Construction. The project team also includes TLC Engineering Solutions and Harris Civil Engineers. Ground was broken in December of 2025 and occupancy is slated for 2028.
